Windows XP home shutdown help?

When shutting down Windows XP home edition my PC automatically goes into restart mode. I am virus and spyware free and have all the latest SPs installed. Years ago I could go to autoexec.bat and config.sys to fix a problem but can't with XP. Has anyone else had this problem and what is the fix? Thank you.

do this click on my computer, right click on the C drive, prroperties, tools, click check now, click both option, click or, restart pc, this process will check and fix any bad sector in yr pc.
